Job Description:
This position performs regulatory work by monitoring and investigating child care facilities in accordance with the Human Resources Code, Texas Administrative Code, Minimum Standards, and Licensing Policy and Procedures Handbook. Work involves making facility inspections, conducting investigations, providing training to Residential Child Care providers, and convening pre-application meetings for applicants. The position interacts routinely with Texas Department of Family and Protective Services staff, representatives from various organizations, and general public.
Essential Job Functions:
Evaluates new applications and child care facilities to issue licenses and registrations.
Monitors licensed and registered child care facilities, documents compliance or noncompliance with standards using agency forms, and notifies providers of required corrective or adverse actions being taken.
Investigates complaints, serious incidents and reports of minimum standards violations in licensed residential child care facilities.
Provides training and technical assistance to residential child care providers on issues related to minimum standards.
Responds to emergency complaints of high risk situations in licensed operations.
Performs other duties as assigned and required to maintain unit operations.
Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.
Attends work regularly in accordance with agency leave policy. Work hours must be flexible and are not considered 8:00-5:00. Occasional work during the evening and weekends is required.
Knowledge Skills Abilities:
Knowledge of Texas laws relating to regulation of child care and child abuse/neglect.
Skill in effective verbal and written communication.
Skill in establishing and maintaining effective working relationships.
Ability to initiate and participate in enforcement of regulations concerning residential child care facilities.
Ability to evaluate facility's operations in relation to agency guidelines for management of residential child care facilities.
Ability to work with diverse groups of people.
Ability to de-escalate situation with tact and diplomacy.
Ability to self-start, organize, and manage priorities
Ability to operate basic office equipment including, fax and copy machines, and camera/AV equipment.
Ability to travel.
Registration or Licensure Requirements:
Valid driver's license
Initial Selection Criteria:
Residential Child Care Licensing Inspector III: Graduation from an accredited four-year college or university or currently employed as a Child Care Licensing Specialist/Inspector III.

Residential Child Care Licensing Inspector IV: Employed as a Residential Child Care Licensing Inspector for two years and have the Child Care Licensing Inspection Certification, or
currently employed as a Residential Child Care Licensing Inspector IV, or
have previous work experience as a Residential Child Care Licensing Inspector IV.

Residential Child Care Licensing Inspector V: Employed as a Residential Child Care Licensing Inspector for four years and currently and have the Child Care Licensing Advanced Specialist/Inspector Certification, or
currently employed as a Child Care Licensing Inspector V, or
have previous work experience as a Residential Child Care Licensing Specialist/Inspector V.

Please note that while the posted salary range for this position is $2,816.70 to $4,337.08. The salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range

This position may be filled at any level from a RCCL Inspector III to a RCCL Inspector V. This position will be in a mobile unit which means the majority of the work will be conducted using mobile technology, such as a tablet and cell phone, while away from the office. Being mobile requires working independently yet still being responsive to supervision and your assigned unit. Newly-hired employees in eligible positions will be assigned a cellular phone.

Applicants for positions must have a reliable motor vehicle, and a current, valid Texas driver's license.


PHYSICAL REQUIREMENTS:

Physical Activities: He/she is frequently asked to stand, hear and talk; he/she is occasionally asked to climb.
Physical Demands: The incumbent typically performs work that requires him/her to exert up to 20 pounds occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Visual Requirements: The incumbent must be able to see objects clearly at 20 inches or less, and at 20 or more feet. In addition, he/she must be able to adjust his/her eyes to bring objects into focus, distinguish colors, see objects in his/her peripheral vision, and see objects in three dimensions.
Working Conditions: He/she typically works in a mobile environment (the majority of work is performed outside of the office environment) and is exposed occasionally to adverse environmental conditions including, but not necessarily limited to, extreme heat, wetness and humidity, chemicals, close quarters, gases and heights.
