Job Description:
The .Net Enterprise Developer (Systems Analyst V) reports to a Senior Software Development Manager within Health and Human Service Commissions (HHSC) Information Technology (IT). This position applies their expertise and technical skills on complex functionality related to the daily operations / maintenance, problem resolution, design, development and implementation of applications, and systems with a wide range of client and agency-specific functionality. The position will provide coded solutions for critical business process analysis projects, as well as perform analysis and development of complex business processes through proven or creative system solutions. Work is performed in an Agile environment and creativity is encouraged.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Develops and maintains application functionality, including Web Interfaces, Service-level integration and deployment, complex Business Logic and use of SQL or No-SQL datastores. (30%)

Adherence to industry standard definition of done which includes unit testing, automated testing and user acceptance. (20%)

Provide technical input, analysis and design of application functionality, including Web Interfaces, Service-level integration and deployment, complex Business Logic and use of SQL or No-SQL datastores. (20%)

Provide technical oversight and mentorship to Junior team-members. (20%)

Participates in Agile ceremonies as well as other required internal Agency meetings. (10%)
Knowledge Skills Abilities:
Experience and Education

Experience in systems analysis, design and development work. Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is generally preferred. One year of appropriate experience may be substituted for the required education on a year-for-year basis.

Knowledge of C#.
Knowledge of Agile - (Scrum) and Lean methodologies.
Knowledge of Cloud - (Azure or AWS).
Knowledge of Web Interface Technologies - (MVC or Similar).
Knowledge of Service-based integrations of systems - (RESTful services or Similar).
Knowledge of Asynchronous Messaging - (MQ-series or Similar).
Knowledge of Performance Tuning Complex Systems.
Knowledge of Production monitoring and Logging technologies - (ELK and AppDynamics for example).
Knowledge of hyper-text markup language (HTML).
Knowledge of JQuery/JavaScript development.
Skill in the use of .NET.
Skill in various requirements gathering techniques.
Skill in troubleshooting, performance tuning, and problem solving.
Skill in verbal, written, and presentation communication.
Skill in logical and technical problem-solving.
Ability in the use of SQL and No-SQL Datastores.
Ability to perform Root Cause Analysis.
Ability to design solutions from scratch using Object-oriented Analysis and Design (OOA&D) concepts and patterns.
Ability to provide excellent customer service.
Ability to maintain accurate and timely tracking of time spent working on projects as well the ability to accurately estimated changes or enhancements.

Initial Selection Criteria:
Minimum of 2 (two) years of experience in .Net Enterprise Development
Minimum of 2 (two) years of experience with SQL.
Minimum of 2 (two) years of experience with Web Interface development.
Minimum of 1 (one) years of experience designing Enterprise Applications and/or Services.
Experience with multi-tier system/application development.
Experience in building, supporting, maintaining, and monitoring mission critical business applications/systems, running in a highly distributed manner.
Experience with Team Foundation Server.
