Environmental Risk Officer III
Primary purpose is to provide technical review and deploy risk assessment techniques to evaluate environmental due diligence reports as part of Comerica's environmental risk management (ERM) program. The purpose of the ERM program is to carefully balance the costs and risks of engaging in Comerica's core real estate lending and investment activities in a way that limits environmental losses and liabilities to the corporation; In addition, Environmental Risk Officers participate in the ongoing review and modification of associated policies, procedures, underwriting standards and practices, technical and regulatory expertise, technology, service delivery systems, lender training, and strategic partner relationship management. To do so, Environmental Risk Officers must remain current on regulatory initiatives and emerging environmental risks and be able to work closely and effectively with environmental consultants, attorneys, lenders, insurers, and credit officers. Participation in professional organizations such as the Environmental Banker's Association, Risk Management Association, regulatory workgroups, and state banking associations provid needed expertise in the broad range of technical and regulatory skills required. Support Comerica's business units located in the U.S., Canada and Mexico and whose projects are financed across North America; Offices in Michigan and California;bWork closely with approximately 35 Comerica-listed environmental consulting and law firms who support Comerica's ERM program across the nation.
Position Responsibilities:
  • Review and evaluation of Phase I, Phase II, and Phase III ESA reports, environmental remediation and closure reports, and environmental compliance records prepared by outside consultants.
  • Provide consulting services to Comerica's commercial lending, special assets, ORE, and bank-owned properties groups to help them understand the environmental technical, regulatory, and policy aspects of their transactions. Participate in pre-acquisition environmental due diligence in connection with Comerica M&A activities.
  • Develop scope of services, competitively bid, engage, and supervise consultants for all special asset work commissioned directly by Comerica.
  • Participate in the development and delivery of environmental training programs for commercial lending personnel.
  • Underwrite qualifications of, select, and manage relationships with all approved environmental consulting firms in key Comerica markets. Monitor consultant performance and trouble-shoot quality programs as necessary.
  • Conduct evaluation and assessment of emerging environmental risks and opportunities in connection with Comerica's corporate sustainability initiatives.
  • Conduct review of seismic assessment reports (PMLs, etc.) as part of the administration of Comerica's Earthquake Policy (A53).

Position Qualifications
  • Bachelor's degree from an accredited university in geology, hydrogeology, environmental science, environmental engineering, or a related discipline
  • Masters degree preferred
  • 8 years of experience (including project management experience) in environmental assessment, investigation, and cleanup, with emphasis on subsurface investigations of contaminated sites and risk-based approaches to closure; Based on assigned location (California, Texas or Michigan), individual needs to have comprehensive and detailed knowledge of all major environmental regulatory programs in states assigned which includes experience working with regulatory authorities on contaminated site closures; Familiarity with seismic risk assessment techniques and reporting, such as probable maximum loss (PML) reports
