Summary

Responsible for developing, implementing and administering the strategic project planning process for the Parks, Recreation Department.

Salary: $69,867 - $90,834/yr, depending on qualifications and experience

Essential Duties and Responsibilities
  • Act as the primary contact for the Parks Department's implementation of Parks, Recreation, Open Space and Trail master plans.

  • Manage and supervise one full time and intern GIS staff and related projects, initiatives, and database maintenance.

  • Assist and coordinate with Parks Director in Asset Management program and CIP related life cycle replacement costs and schedules.

  • Supervise one full time Landscape Architect staff.

  • Manage multiple complex projects and programs simultaneously: initiating, planning, monitoring and leading cross-functional project teams through all phases of the project life cycle.

  • Assist the Managing Director with establishing and standardizing department processes, representing the department on organizational committees, preparing the operating budget, submitting CIP requests in support of strategic planning initiatives.

  • Assist other City departments with managing and supervising landscaping, irrigation, open space, and placemaking related projects.

  • Assist in reducing roadblocks for program/project managers by acting as the escalation point of contact for all critical risks/issues within the strategic plan.

  • Facilitate the design and construction of minor park renovation or construction projects.

  • Participate in Development Review Committee and Strategic Development team in an effort to coordinate the strategic vision of the City for both public and private development as it relates to placemaking and future land use.

  • Conduct pre-bid meeting to provide specific information and questions, which may require additional clarification. Evaluate bids, prepare bid award recommendations and any additional justifications that may be required for Managing Director's signature.

  • Manage and oversee work assignments for full-time and temporary staff, as well as contracted project consultants and staff as needed.

  • Represent the PRCAD Department by attending meetings, public events, and speaking engagements, schedules and coordinates project meetings and presentations.

  • May serve as department liaison in absence of the Managing Director.

  • Other direction as determined by the Managing Director.

Minimum Qualifications
  • Bachelor's Degree in Landscape Architecture, Architecture, Engineering, Community/Regional Planning, Business or a related field of study

  • 6+ years of professional experience in project management including oversight for parks/recreation, construction or related projects

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Master's degree in Landscape Architecture, Architecture, Engineering, Community/Regional Planning, Business or a related field of study or related area

  • 8-10 years of professional experience in project management including oversight for parks/recreation, construction or related projects

  • Experience as a consultant or project manager overseeing internal staff, as well as external vendors and contractors

  • Knowledge of Cartegraph asset management software

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP)

  • Comprehensive knowledge of the principles of park planning, relating to parks, recreation and cultural services planning

  • Comprehensive knowledge of construction plan implementation, program design and project management methods

  • Considerable knowledge of project and program management processes with the ability to coach program/project leaders

  • Considerable knowledge of fund accounting concepts and practices

  • Considerable knowledge of municipal budgeting principles, theory and practices

  • Advanced analytical and problem solving skills

  • Excellent oral and written communication skills

  • Skill in project management

  • Skill in analyzing and interpreting financial reports

  • Skill in the use of mathematics in forecasting trends, revenues and expenses

  • Advanced skill in Microsoft Office 365 (Teams, Word, Outlook, Excel, Access and PowerPoint)

  • Considerable knowledge of ESRI GIS software.

  • Ability to analyze and compile statistical, economic and technical data relating to park planning matters

  • Ability to mentor and develop others

Licenses and Certifications
  • Valid Class C Texas Driver's License

Physical Requirements / Work Environment

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards at worksites. Occasional outside work.
