TITLE

Accountant IV - HR

JOB SUMMARY

Performs highly responsible professional work in the area of HR Accounting. Responsibilities include the application of accounting principles and methods in the issuance of reports, maintenance of varied records, and the assembly and analysis of financial data. Work is performed under general supervision, and performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Manager, HR Accounting & Reporting

Supervises: No supervisory responsibilities

ESSENTIAL DUTIES - May include, but not limited to the following:

  1. Answers policy and practice questions for area of responsibility.
  2. Performs reconciliations for liability accounts and provides accountability for outstanding items.
  3. Assists with maintaining general ledger accounts for each type of deduction and supervises monthly reconciliation of payroll details to those accounts.
  4. Performs research and journal entries necessary to clear out outstanding items.
  5. Assists in preparing routine and specialized financial reports, including those required by State and Federal entities.
  6. Assists with auditing and performing processes with semi-weekly payrolls.
  7. Submits and reconciles TRS reports, including TRS Member Data & New Hire reporting, employment of retirees reporting, TRS Pension and TRS-Care Surcharge reporting, payment calculations, fiscal year file submissions, and calendar year additions and changes.
  8. Submits and reconciles HRIS State Reporting to the state.
  9. Assists with Payroll collection activities.
  10. Assists with out-of-state reporting, ADP reconciliation, and verification.
  11. Performs research for Grant Management Office and university departments concerning payroll costing for various accounts.
  12. Tests and confirms newly installed Oracle patches for impact on functionality in system.
  13. Conducts website review for accuracy of information and links.
  14. Assists with system upgrades and conversions related to HR accounting and reporting, including but not limited to Oracle Cloud, TRS, HRIS, and USAS.
  15. Assists with internal and external audit activities as they may relate to HR Accounting & Reporting.
  16. Assists with routine and specialized information sharing with the Financial Services and Budget & Financial Planning offices.

ADDITIONAL DUTIES

  • Collaborates in fulfilling internal requests for financial information.
  • Performs other duties as requested.

EDUCATION

Bachelor's degree in Accounting, Finance, or a related field.

EXPERIENCE

Three years of progressively responsible work experience in accounting required, with five years' experience and knowledge of the Texas higher education system preferred.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

  • Master knowledge of General Accepted Accounting Principles to include pronouncements of the Governmental Accounting Standards Board.
  • Knowledge of Federal Cost Accounting and Financial Reporting Standards as promulgated in OMB Circulars and Agency Guidelines.
  • Knowledge of THECB and Texas Comptroller standards, policies and procedures for financial management, accounts payable and reporting of grant funds.
  • Working knowledge of state law pertaining to financial management of public universities.
  • Working knowledge of the operation and administration of TWU's Oracle Cloud HCM system.
  • Ability to analyze accounting systems for proper controls and reporting capabilities.
  • Ability to prepare complex financial statements and other financial reports.
  • Strong customer service skills for provision of accounting services.
  • Ability to analyze and update established policies and procedures.
  • Ability to perform mathematical calculations required for preparing and presenting financial reports.
  • Ability to evaluate, organize and delegate work to maximize efficiency and resources.
  • Ability to coordinate work with other employees, providing direct instruction or supervision as assigned.
  • Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.
  • Ability to establish and maintain effective work relationships with students, faculty, staff, and the public.
  • Ability to communicate effectively orally, by phone, in person, and in writing.
  • Ability to represent the department and University in a friendly, courteous, and professional manner.
  • Ability to respond to emergency situations in a timely manner.
  • Ability to use a personal computer and other office equipment, including related university software and email.

WORK ENVIRONMENT
