Job Description

Primary Purpose

The Principal Instrument and Controls (I&C) Engineer will provide leadership, technical assurance, and subject matter expertise for all I&C, cybersecurity, Fire and Gas and telecommunications matters design, start-up, and on-going support on, liquefaction and other renewable projects developed by Sempra Infrastructure. This role will be assigned to the Port Arthur LNG Phase I Operations Team.

This position will be responsible for technical guidance for the site for: instruments, controls, and DCS systems to ensure the designs and operation are safe, fit-for-purpose and meet industry codes and project specifications. The Principal I&C Engineer is also responsible for monitoring that all the I&C and DCS systems performs to the requirements of the design during the Operate Phase, managing the equipment Operating Life Cycle and for resolving technical issues.

The Principal I&C Engineer:

- Reviews EPC Contractor deliverables and makes recommendations to ensure the designs are safe, fit-for-purpose and meet industry codes and project specifications.

- Supports studies to increase reliability, operability, production capacity and process safety during the Operate Phase.

- Manages the other I&C engineers and Electrical Engineering disciplines.

- Aids in the development of predictive maintenance planning major field instruments, package upgrades, control systems upgrade and Functional Safety Systems Testing and maintenance including.

- Provide technical support for the Maintenance Dept of PALNG post-commissioning and startup.

The Principal I&C Engineer will aid in the development of the Long-Term Service Agreements (LTSA) and be responsible for managing the technical aspects with vendors during the Operate Phase of the project.

The Principal I&C Engineer will also assist with training of junior engineers and I&C technicians.

This position will be in Port Arthur, Texas during commissioning, startup, and Operate Phase of PALNG.

Transportation Worker Identification Credentials (TWIC) is required.

Duties and Responsibilities

  • Provide expertise for all instrument and control systems matters for the PALNG site. Including, instrumentation, safety systems, cybersecurity, and control systems. This also includes vendor packages, and the Alarm Management Lifecycle.
  • Will provide I&C Ops support in all the phases of the assigned project. Activities will be including but not limited to write scope of works, write and review specifications, quality assurance, RFO deliverables, and providing technical support during start-up and commissioning.
  • Supervise engineering I&C staff, providing guidance and direction to I&C engineers in the Operate Phase.
  • Support all I&C commissioning and start-up activities on-site, including SATs, loop checks, functional tests, field walk-downs, and sign-off of I&C check sheets.
  • Review and audit all the EPC's and suppliers' deliverables with I&C content, including but not limited to P&IDs, instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause & effect diagrams, sizing calculations sheets, among others.
  • Participate in design review and risk assessments such as P&ID reviews, process HAZID, HAZOP, and SIL/LOPA analysis, and alarm rationalization studies, among others.
  • Participate in Factory Acceptance Tests (FAT), inspections, IFATs.
  • Manage the Lifecycle of Instrument and Control Systems and develop plans for maintenance, upgrades, obsolescence, and replacement.
  • Prepare scope of works and requirements for in-house projects and directly manage contractor(s) for in-house projects.
  • Participate or lead special technical studies, reports as may be requested.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor's degree in Instrument & Controls Engineering.
  • 10+ years of experience in the Energy or LNG Industry.
  • Must possess extensive experience in all phases of LNG projects, with a focus on, Commissioning, Start-up, and Operate Phase experience.
  • Experience and knowledge with control and safeguarding systems for standard centrifugal compressors equipment used in LNG plants.
  • Transportation Worker Identification Credentials (TWIC).
  • Must have the ability to coach and mentor less experienced engineers.
  • Must have the ability to maintain multiple assignments with various deadlines and responsibility levels concurrently.
  • Strong analytical, decision-making, and problem-solving skills to analyze data, identify issues, recommend, develop, and implement solutions.
  • Advanced knowledge related to I&C and Safety Systems used in LNG facilities. Deep knowledge in operations, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS, Anti-surge systems, gas metering skids, in-line instrumentation, control valves, ESDVs, pressure relief valves, and gas chromatographs.
  • Comprehensive knowledge and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects.
  • Advanced knowledge of engineering design principles and applicable design guides and standards related to I&C and Telecommunication discipline. Must possess a strong knowledge of the codes and standards used in the LNG industry such as API, BS, ISO, ASME, ANSI, IEC, ISA. Must possess solid knowledge of NFPA 59A, NFPA 72, NFPA 70 standards, strong knowledge of ANSI/ISA-18.2, Management of Alarm Systems for the Process Industries, strong knowledge of ISA/IEC 61511 Safety Instrumented Systems.
  • Basic Knowledge in Gas Chromatographs, CEMS and Gas Metering Stations.
  • Strong knowledge of valve sizing calculations.
  • Thorough knowledge of Sempra's project management and execution processes and differences in application across projects/locations. May travel to manufacturer facilities to perform equipment reviews.

Preferred Qualifications

  • Advanced Degree.
  • Expert in instrumentation in cryogenic applications
  • Solid knowledge of sizing control valves and troubleshooting of instrumentation and safety instrumented systems
  • Strong experience with controls systems installed in Sempra LNG projects is required: Emerson DeltaV, DeltaV SIS, ICS triplex, Triconex, Controllogix, CCC Series 5, MarkVie, MarkVieS and Det-tronics EQP, BN 3500.
  • Professional Engineer License.
