An individual will be hired EITHER as a Permit Technician II or III.

Salary: $18.14 - $30.54/hr based on qualifications and experience.

Permit Technician II

Summary

The Permit Technician II position plays a key role in the municipal permitting process, primarily responsible for facilitating the permit application process. This role involves a blend of technical knowledge, customer service, and administrative skills. The technician is tasked with reviewing and processing permit applications, ensuring compliance with local codes and regulations, and providing assistance and guidance to applicants throughout the process. Key responsibilities include scrutinizing completeness of submitted construction plans and liaising with various departments. This role requires a competent understanding of building codes, zoning laws, city ordinances, related state laws, internal development processes, and excellent communication and organizational skills. The Permit Technician II serves as a crucial link between the public, contractors, and government agencies, ensuring smooth and efficient permitting and inspection processes.

Essential Duties and Responsibilities
  • Receive and review complex building permit applications and plans to ensure completeness and accuracy. Route plans to the appropriate departments and reviewers.

  • Process contractor registrations.

  • Review and issue simple permits such as demo, re-roofing, fences, and engineered foundation repair permits.

  • Verify Form Surveys match foundation setbacks and elevations noted on surveys. Route for further review if discrepancies are discovered.

  • Educate customers on basic code requirements for and the necessary application information, documents, and submittal processes to obtain permits.

  • Verify that projects have obtained all necessary approvals and contractor licenses/registration.

  • Calculate and verify valuations and fees, receive cash and credit card payments, issue permits as authorized, accurately manage a cash drawer, and manage the department daily deposit.

  • Assist customers in person and on the telephone by answering questions and directing calls to appropriate personnel.

  • Manage water meter payments and associated meter releases along with other utility releases as needed.

  • Generate and distribute standard reports for internal and external customers.

  • Other duties as assigned.

Knowledge, Skills & Abilities
  • Competent knowledge of building codes, zoning codes, State and Local laws, regulations, policies and procedures and construction terminology.

  • Competent knowledge of the principles and practices of land development and construction, permit processing, and building inspections.

  • Competent ability of and attention to detail when analyzing construction documents and plans for drafting errors, missing documents, design criteria, and engineer/designer stamps.

  • Proficient verbal and written communication skills for clear interaction with the public, colleagues, and external agencies.

  • Proficient in providing excellent customer service, including, assisting applicants through the permit process, handling inquiries and resolving complaints effectively.

  • Proficient in using standard office equipment and software, specialized permitting software, and database management tools.

  • Proficient organizational skills, with the ability to manage multiple tasks and prioritize effectively

  • Proficient at identifying issues and developing effective solutions

  • Proficient attention to detail in reviewing applications, documents, and maintaining accurate records.

  • Flexibility to adapt to changing processes, technologies, and job requirements.

  • Ability to work effectively with a diverse range of individuals and work collaboratively in a team environment, contributing to a positive work culture.

  • Competent skill in reading maps, aerial photography, site plans, blueprints, and engineering letters and documents.

Minimum Qualifications
  • High School Diploma or G.E.D. Equivalent.

  • Two years of experience as a Permit Technician I (or equivalent experience in a municipal organization)

Licenses and Certifications
  • ICC Permit Technician Certification

  • Valid Class C Texas driver's license

Work Location and Hours

Work is performed at City offices from 8:00 A.M. - 5:00 P.M. Flexible work schedules may be available based on in-person permit counter coverage requirements.

Physical Requirements / Work Environment

The incumbent works in a typical office environment with frequent periods of sitting, computer usage and interaction with the public. The office environment is relatively free from unpleasant environmental conditions or hazards. Occasional bending, reaching, and lifting of documents and office materials is required. Adequate vision for reading documents and computer screens and speech and hearing for communication is needed.

Permit Technician III

Summary

The Permit Technician III position plays a pivotal role in the municipal building department operations and is responsible for reviewing, processing, and issuing more complex types of permits. This position also performs administrative, financial, and records management tasks along with coordinating final development approvals and the closeout of permits for new buildings. This position is also the primary administrative staff member for the Unified Building Standards Commission and the Board of Adjustment. Key responsibilities include reviewing construction plans, liaising with various departments, and records management. This role demands a proficient understanding of building codes, zoning laws, city ordinances, related state laws, internal development processes, and excellent communication and organizational skills.

Essential Duties and Responsibilities
  • Receive and review complex building permit applications and plans to ensure completeness and accuracy. Route plans to the appropriate departments and reviewers.

  • Review and issue permits for simple residential and accessory structures as well as TABC applications.

  • Search department files/records and run custom reports to fulfill open records requests.

  • Prepare Unified Building Standards Commission and Board of Adjustment agendas, prepare and send required public notifications, and prepare meeting minutes. Enter meeting information into the city agenda management system.

  • Verify Form Surveys match foundation setbacks and elevations noted on permit surveys. Resolve discrepancies in form surveys vs. permit surveys and approve their review or route to planning and/or engineering for additional direction on how to resolve issues.

  • Educate customers on code requirements for and the necessary application information, documents, and submittal processes to obtain permits.

  • Verify that projects have obtained all necessary approvals and that the appropriate professional and contractor licensing/registration has been obtained/documented.

  • Calculate and verify valuations and fees; accept payments and issue permits as authorized. Review, prepare, and enter permit refund requests and department bills into the city financial software system for approval by the Business Operations Manager or Building Official.

  • Assist customers in person, via email, and on the telephone by answering questions and directing calls to appropriate personnel.

  • Receive cash and credit card payments and accurately manage a cash drawer. Manage the department daily deposit.

  • Oversee the input and accuracy of impact, development, and water meter fees and ensure their payments and associated meter and utility releases are completed as needed.

  • Document Economic Development incentives, as applicable for some development projects and permits, and coordinate final permit and development approvals with their staff to ensure proper timing of incentive payments.

  • Other duties as assigned.
