FEMA Program Manager

Summary:

The FEMA Program Manager/PMP acts as the key link between FEMA and Corporate leadership, ensuring alignment and accountability. They provide expert guidance to FEMA leaders and offer advisory services to recovery clients, addressing their needs and proposing solutions. They also apply corporate frameworks to organize insights and lead program teams, driving efficiency improvements.

Essential Duties & Responsibilities:
  • Serve as the government's sole point of contact and acts as the main liaison between FEMA and Corporate leadership, ensuring strategic alignment and accountability.
  • Provide informed and experienced counsel to FEMA leaders, managers, and programmatic staff on response and recovery subject matter, including doctrine, and policy.
  • Provide critical advisory and complex problem-solving services to recovery clients.
  • Identify client areas of need; develop and propose scopes of work to address those needs.
  • Apply corporate frameworks to organize insights as it relates to the needs of the clients.
  • Provide clients with FEMA Public Assistance policy subject matter expertise to guide them through administrative and policy challenges and help drive overall FEMA PA project strategy and client decision making.
  • Lead individual program teams or overall recovery client engagements from both an operational and administrative perspective.
  • Identify and implement process improvement opportunities to increase overall team and project productivity and efficiency.
Competencies:
  • Extensive experience supporting FEMA in response and recovery mission areas and grant programs.
  • A proven track record of leadership and managerial excellence, including supervision of diverse, multi-level reporting lines.
  • Deep knowledge of Federal emergency management law, regulation, policy, and doctrine.
  • Personal network of relationships within Federal emergency management.
  • Demonstrated ability to communicate effectively with senior executives through written and verbal channels on business plans and growth strategies.
  • A proven track record of leading geographically dispersed teams (more than three (3) locations) of 500+ employees
  • Three (3) years' experience managing programs greater than $50M annually
Supervisory Responsibilities:

This position has supervisory responsibilities

Education and Experience:

Education: Four year degree in Planning, Finance, Disaster Management, Economics or related field or equivalent work experience in a similar environment

Project Management Professional (PMP) or ability to acquire certification within 6 months

Experience: 15 year(s) of experience

Preferred: Master's degree in Planning, Finance, Disaster Management, Economics or related field or equivalent work experience in similar environment

National Emergency Management Academies graduate
