Project Manager O&M – Co-Agency Facility - El Paso, TX (Contingent on Contract Award)

Summary:

The Project Manager for Operations and Maintenance for a facility housing the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), El Paso Service Processing Center (ELP SPC), and El Paso Co-Location Facility in El Paso, Texas.  This position is responsible for overseeing and managing all aspects of building facilities within the location and plays a crucial role in ensuring that our facilities are well-maintained, safe, and efficient, providing a conducive environment for government agencies to operate effectively.


Key Responsibilities:

  1. Facility Management:
    1. Plan, coordinate, and execute maintenance and repair activities for all building facilities.
    2. Monitor and assess the condition of buildings, infrastructure, and equipment to identify maintenance and improvement needs.
    3. Oversee the development and execution of preventive maintenance schedules.
    4. Ensure compliance with all relevant regulations, codes, and standards in facility management.
  2. Project Planning and Execution:
    1. Collaborate with various teams to plan and execute capital improvement projects.
    2. Develop project scopes, budgets, and timelines, and obtain necessary approvals.
    3. Oversee the selection of contractors, vendors, and service providers and manage their performance.
    4. Monitor and report on project progress, including budget and schedule adherence.
  3. Budget and Resource Management:
    1. Manage the budget for facility maintenance and capital improvement projects.
    2.  Evaluate and optimize resource allocation to ensure cost-effectiveness.
    3. Implement cost-saving measures and identify opportunities for efficiency improvements.
  4. Compliance and Safety:
    1. Ensure compliance with all federal, state, and local regulations related to facility management and safety.
    2.  Implement and oversee safety protocols and emergency response plans.
    3. Conduct regular safety inspections and risk assessments.
  5. Stakeholder Communication:
    1. Collaborate with government representatives, agencies, and internal stakeholders to address their facility needs and concerns.
    2. Maintain open lines of communication with all relevant parties and ensure excellent customer service.
  6. Reporting and Documentation:
    1.  Maintain accurate records of all maintenance, repairs, and projects.
    2. Prepare regular reports on the status of facility management activities and project outcomes.
    3. Document and archive all project-related information for future reference.
 
Education/Experience:
  • The Project Manager shall possess at least five years of recent (within the past seven years) experience in the Federal contracting environment, standards compliance including American Correctional Association (ACA) standards, and management and supervision of building mechanical operations and maintenance for buildings of the approximate size, complexity, and characteristics of the buildings to be covered by this Contract.
  • The Project Manager shall be proficient in reading, writing, speaking, and understanding English (However, an understanding of Spanish is preferred).
     
  • The Project Manager must show the knowledge and experience to supervise and schedule the maintenance and repair of various equipment and systems possibly to include:
    • Phased electrical systems.
    • B.A.S.
    • HVAC (Boilers, Chillers, AHU’s) in commercial buildings
    • Fire protection and life safety systems and equipment.
  • The Project Manager must have proven experience and ability in managing a crew of tradesmen including electricians, HVAC, Chief Mechanics, General Maintenance Workers, and the Service Request Desk Operation to include NCMMS (or similar type maintenance tracking software).

  • At a minimum, resume shall address and contain ALL the following:
    • A detailed description of the proposed project manager’s employment history for the previous five years.
    • The names and addresses of the companies worked for the past five years.
    • The names and telephone numbers of the immediate supervisors.
