Job Summary

The Environmental Engineer will serve as a key Subject Matter Expert for air and regulatory permits for the facility and ensure that the permitting and compliance reporting schedules and budgets are adhered to. This individual will assist in interfacing with Operations, Maintenance, Engineering and support groups to address operational and project compliance and permitting needs. They will require the ability to determine regulatory impacts associated with existing operations and potential changes.

The Environmental Engineer will have extensive knowledge and previous experience with Federal, State, and local air regulations and how each applies to various processes. In addition, this candidate will require the ability to manage multiple air permitting/reporting activities. The ability to communicate and present information effectively across all levels of the organization will be integral to the success of this role. They will provide current, direct, complete, timely and actionable feedback to others and deliver effective and succinct messages with the appropriate amount of details for the audience.

Job Duties and Responsibilities:

  • Provides leadership in execution of regulatory permitting and compliance activities for various programs.
  • Monitors new developments in Federal and State environmental rules and regulations for applicability and impact at TPC.
  • Assists in developing strategies for maintaining compliance with applicable air environmental rules and regulations.
  • Maintains strong professional credentials in the compliance area and represents TPC within professional and technical organizations, as well as during regulatory visits and inspections.
  • Oversees monitoring and repair of fugitive emissions components as required under Federal and State regulations.
  • Maintains and documents compliance with fugitive monitoring requirements.
  • Coordinates timely repair of leaking components.
  • Maintains and documents the compliance for sources authorized in Air NSR/PSD permits and Title V permits.
  • Assists in development of LDAR record-keeping and reporting systems.
  • Reviews and assesses developments in fugitive monitoring regulations.
  • Oversees day to day operation of the Fenceline Monitoring Program.
  • Responsible for moderately complex technical work in an environmental discipline and to achieve compliance with the organization's EH&S standards and with federal and state regulatory requirements.
  • Contributes to the design, development, implementation and oversight of the organization's environmental, health and safety programs and procedures to safeguard employees and surrounding communities and to ensure legal compliance.
  • Develops, implements and maintains programs, systems and procedures necessary to ensure the overall protection of the environment.
  • Provides regulatory interpretation and technical advice.
  • Maintains current knowledge of specific requirements imposed by government agencies.
  • May act as a lead person or technical expert and provides direction to less experienced personnel working on environmental programs.
  • May develop and conduct training and/or awareness programs to operational personnel, contract personnel, and local community constituents. Ability to demonstrate full technical competence related to a particular discipline or more in-depth understanding of several disciplines.
  • Ability to recognize and appropriately address any environmental/safety issues related to an assigned area of business.
  • Under minimal supervision, plans and conducts assignments. Operates with substantial latitude for non-reviewed action or decisions.
  • Conducts studies and investigations to ensure compliance with environmental laws, standards and regulations.
  • Participate in root cause analysis.
  • Reviews and accesses impacts of air-related environmental regulations.
  • Provides analysis/comment to new regulations and industry initiatives.
  • Secures necessary environmental permits for air programs (NSR and Title V).
  • Assists in development of record-keeping and reporting systems.
  • Assists with development of compliance management systems.
  • Develops routine regulatory reports (Title V, HON, MON, etc...).
  • Supports development of annual Emissions Inventory & TRI Reports.
  • Assists in the investigation of environmental events and Title V Deviations.
  • Prepares responses to information requests and enforcement actions.
  • Hosts agency representatives during plant inspections/investigations.
  • Represents TPC's interests within industry associations.

Required Qualifications:

  • Completion of an undergraduate degree in Chemical Engineering, Environmental Engineering or other appropriate engineering/science discipline is required.
  • Minimum of 10+ years of experience in environmental activities associated with petrochemical manufacturing operations which includes experience in Federal and State regulations

Preferred Qualifications:

  • Excellent written and verbal communications.
  • Technical writing skills are desired, with the ability to present petrochemical processes in a manner easily understood by non-industry groups.
  • Excellent presentation skills required.
  • College level algebra and statistical analysis is desired.
  • Must be able to read and interpret governmental regulations to determine applicability to the company's business processes.
  • Must be able to listen and comprehend input from various interest groups (stakeholders) and make key decisions regarding environmental issues and policies.
  • Good working knowledge of MS Office and relational databases such as MS SQL or Oracle and Environmental Compliance Management Software is desired.
