Job Description

Hill International is seeking QA/QC Analysts for its Community Development Block Grant-Disaster Recovery (CDBG-DR) market for a Texas-based client. The QA/QC Analysts are expected to be on-site.


  • Work as part of a team providing expert services to support disaster recovery and mitigation efforts, focusing on QA/QC of housing and other program activities.
  • Ensure quality and accuracy of inspections, cost estimations, scopes of work, builder invoices, cost reasonableness determinations, and environmental requirements
  • Review and verify milestone inspection documentation is complete and consistent with the project scope and in compliance with program requirements
  • Ensure all programmatic documentation has been supplied and is in the system of record.
  • Assist with the development or refining of QA/QC procedures and processes for implementation.
  • Assist with development, modification, and implementation of closeout procedures as requested.
  • Other tasks, as assigned.

  • 2+ years of work experience with CDBG-DR programs or other disaster recovery related work
  • 2+ years Xactimate experience as it relates to CDBG-DR construction, damage assessments, cost estimates
  • Familiarity with Microsoft Office (Microsoft Word, Excel, and PowerPoint) and Adobe Acrobat.
  • Abilitytolearn,analyze,andunderstandcomplex documents such astax returns, property deeds, insurance, and other program-related documents.
  • Demonstrated ability to review documents at a close level of detail and catch subtle differences.
  • Strong verbal and written communication skills.
  • Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment.
  • Experience in analyzing information and problem-solving.
  • A flexible schedule that can accommodate some evening or weekend work as may be required.
