Project Manager III
Project Manager III provides management, coordination and planning services for the Maintenance and Construction Department regarding construction, repair and renovation projects for the Texas State Supported Living Centers and State Hospitals. The Project Manager III communicates to HHSC Agency and Facility personnel and directs and supervises the work of private sector architects and engineers on assigned projects. Project Manager III works under the supervision of the Director of Construction Services with considerable latitude for the use of initiative and independent judgment.
|Essential Job Functions:|
1.Provide expertise and assistance in the development of the capital construction budget requests.
2.Prepares and establishes project budgets and schedules for assigned projects
3.Assists in the development of contracts for professional services providers (architects, engineers, and geotechnical or land surveyors).
4.Manage and direct services performed by the professional services providers.
5.Oversights the development of bid packages and assists with the development of construction contracts.
6.Oversee administration of construction contract.
7.Perform architectural/engineering services, and manage services of supplemental professional services providers for capital construction projects
8.Assist facility personnel in reviewing codes and departmental regulations to determine if existing architectural and engineering conditions comply with current requirements, and determine solutions for compliance.
9. Assist in the maintenance of the CAFM facility assessment system (FAS).
10. Provide other technical services and special projects as requested
11.Employee actively participates and/or serves in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation to include the testing, training and exercise programs.
|Knowledge Skills Abilities:|
Knowledge of project management theories and practice applicable to moderate scope projects; of systems and procedures to evaluate a third party vendor's performance; and of local, state and federal laws and regulations relevant to the administration of the project undertaken.
Skill in project management monitoring and in the operation of computers and applicable software.
Ability to exercise sound judgement in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts, to communicate effectively and to coordinate the work of others.
|Registration or Licensure Requirements:|
Current State of Texas Drivers License. Registered Architect or Licensed Professional Engineer helpful but not required.
|Initial Selection Criteria:|
Experience in project management in relevant areas of project assignment. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
