Program Specialist VI
The HHSC Intellectual and Developmental Disability (IDD) and Behavior Health Services (BHS) Quality Management (QM), Substance Use Disorder and Substance Use and Misuse Prevention Programs (SUD) Program Specialist VI performs advanced coordination, consultative services, and technical assistance, working under the limited direction of the Manager of the QM SUD team. This Program Specialist VI functions as the Team Lead for a QM team, including providing leadership, training, and assistance to other team members with audits and contract oversight review functions and activities. Requires a working knowledge of contract and memorandum of agreement (MOA) terms, federal and state laws and regulations, standards, grants, departmental policy and protocols. Work involves identifying the need for and planning, developing, and implementing projects, programs, and quality management systems conducive to completing new and ongoing departmental initiatives to perform oversight monitoring functions. The Program Specialist VI serves on interagency workgroups, at times serving as a project manager, and coordinates with other divisions within the agency. Provides consultative services and technical assistance to staff and managers as well as contractors and other external stakeholders. The QM SUD Program Specialist VI assists the Manager in planning, assigning, guiding, and overseeing the work of staff and is responsible for the efficient and effective deployment of resources. Assists in complex design of statewide, comprehensive, focused, onsite and desk reviews, to: ensure staff adherence to procedures, ensure that findings are consistent and accurate, and ensure inter-rater-reliability. Performs complex analysis and interpretation of data to enhance the practices of QM in conducting contract oversight reviews. Develops and implements effective methods for monitoring programs and service delivery for quality and compliance. Prepares reports and specialized projects and develops policy and procedure manuals. Represents QM on committees, workgroups, and projects to ensure that oversight and quality improvement aspects of programs are effective and resolves operational problems. Leads or participates in the risk analysis processes. The Program Specialist VI works under limited direction with extensive latitude for the use of initiative and independent judgment to ensure that agency and team goals are met. May require 30 % travel.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1. Plans, assigns, guides, and oversees the work of staff and is responsible for the efficient and effective deployment of resources. Oversees desk and onsite reviews to determine contractor compliance with contract requirements, laws, regulations, policies, and procedures; ensures adherence to: procedures, accurate findings, and interrater reliability. Provides training and mentoring for unit members. Oversees the production of professional communications to include performance reports and reports to contractors. Ensures appropriate responses to queries from the field and within the agency and ensures the resolution of complaints. (30%)
EJF 2. Develops and implements effective methods for monitoring agency programs and service delivery for quality and compliance. Prepares administrative reports, studies, and specialized research projects and develops policy and procedure manuals for QM. Represents team on committees, workgroups, and projects to ensure that oversight and quality improvement aspects of programs are effective and resolves operational problems. (20%)

EJF 3. Provides consultative services and technical assistance related to: quality improvement processes, increasing compliance, and effective oversight of contracts to managers, staff, contractors and other external stakeholders. Provides consultative and technical assistance to other HHSC staff and manager staff in the development and integration of new methods and procedures. (20%)

EJF 4. Identifies the need for, plans, develops, and oversees implementation of optimization projects, programs and quality management aspects of new departmental initiatives. Plans and manages large multi-faceted projects and ensures coordination with other divisions and other stakeholders. (20%)

EJF 5. Performs complex interpretation of data/information to enhance processes and protocols. Leads the integration and updating of risk processes. (5%)

Registration or Licensure Requirements:
None
Initial Selection Criteria:
At least five years of experience in service delivery, program management, or contract oversight;

Behavioral health or substance use disorder experience or current LCDC, LPC, LCSW, LMFT, RN, PhD Psychology preferred;

Demonstrated experience in quality management preferred.

Experience leading teams preferred.
