The Department of Family and Protective Services (DFPS) Compliance, Coordination and Strategy Program Specialist (Program Specialist VI) performs highly advanced consultative services, advisory and technical assistance work for the Compliance, Coordination and Strategy Division in support of Foster Care Litigation (FCL) - related functions and activities. Develops solutions to program operational issues and facilitates compliance with Foster Care FCL - related requirements. Works with programs to plan, implement, and monitor compliance with FCL-related program policies and procedures, as appropriate. Manages the collection, analysis and preparation of FCL-related data and information from various sources. Serves as lead regarding cross-divisional implementation of FCL initiatives and requirements, conducts compliance activities. Identifies potential gaps and areas for improvement in FCL-related policies, rules, procedures and practices, and collaborates with program/support divisions on improvements. Develops and implements plans and strategies to track and analyze agency FCL-related activities and initiatives and ensure compliance with FCL-related deadlines and requirements. Plans and assigns staff projects and assignments, monitors project deadlines and ensures deliverables are available at expected project completion dates. Develops reports, studies, presentations, analyses and other written program communications. Develops FCL-related program monitoring tools and communications to ensure program milestones and deadlines are met. Develops and delivers targeted FCL-related program training and implementation modules, as needed. Represents Compliance, Coordination and Strategy Division at meetings, conferences, workgroups, and other events. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned.
Essential Job Functions:

Develops solutions to program operational issues and facilitates compliance with FCL - related requirements. Works with programs to plan, implement, and monitor compliance with FCL-related program policies and procedures, as appropriate. (35%)

Serves as lead regarding cross-divisional implementation of FCL initiatives and requirements and conducts compliance activities. Develops and implements plans and strategies to track and analyze agency FCL-related activities and initiatives, and ensure compliance with FCL-related deadlines and requirements. Identifies potential gaps and areas for improvement in FCL-related policies, rules, procedures and practices, and collaborates with program/support divisions on improvements. Develops FCL-related programmatic monitoring tools and performance measures to ensure program milestones and deadlines are met. (25%)

Defines FCL-related project scope, purpose, objectives, time frames, risk mitigations, key metrics, and resource requirements. Develops reports, studies, presentations, analyses and other written program communications. (15%)

Provides guidance to ensure reports are completed within established timelines and all related tasks and milestones are achieved while ensuring compliance with FCL-related policies, procedures and standards. Represents the Compliance, Coordination and Strategy Division at meetings, conferences, workgroups, committees and other events. Performs other duties as assigned. (25%)

Initial Selection Criteria:
Graduation from an accredited four-year college or university. Five years full-time consultative, supervisory, managerial, social service, professional or technical work which must include; analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

Experience in project management preferred. This position will report directly to the Compliance, Coordination, & Strategy Director.
