Under the supervision of the Communicable Disease Program Manager and leadership of the TB Nurse Lead and TB Epidemiologist, performs complex public health work for the Public Health Region 8 (PHR 8) Tuberculosis Control program. Serves as the surveillance coordinator and registrar for PHR 8. Provides technical assistance and consultation to correctional facilities in PHR 8 regarding the prevention and control of tuberculosis in correctional facilities and compliance with the Texas Health & Safety Code Chapter 89 and appropriate Texas Administrative Code rules and regulations relating to tuberculosis control. Supports regional, local, federal and Chapter 89 entities in investigation and managing TB outbreaks and contact investigations in correctional facilities. Receives TB reporting forms from Chapter 89 correctional facilities and reviews them for accuracy. Participates in provider and community education related to TB. The TB PHPS II routinely deals with a wide variety of internal and external customers, including laboratories, local health departments, state agencies, hospitals, correctional facilities, physicians, community-based organizations and individuals from a variety of cultures, including high-risk populations. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Responds to all public health alerts or emergencies.
Essential Job Functions:
(30%) Surveillance: Creates databases including but not limited to tracking suspects, cases, contacts and daily incoming reports. Receives information/reports regarding TB cases and suspects and ensures data is complete, correct, and entered into the regional and state databases / registries per established deadlines. Requests additional information from hospital, clinics, or correctional facilities, as needed by the treating physician or TB nurse consultant. Maintains regional and state electronic databases of TB patients. Processes interstate and intrastate jurisdictional transfers. Trains other TB program staff designated by the Communicable Disease Manager to serve as back-up surveillance coordinator when needed. Tracks and sends supplies to correctional facilities as needed and as outlined in the correctional facility plan.

(20%) Reporting: Actively tracks and monitors TB reporting from hospital, correctional and other reporting facilities in the region. Receives, reviews, and tracks jail plans for Chapter 89 correctional facilities in PHR 8. Receives, reviews, and analyzes monthly jail TB screening data and follows-up with correctional facilities regarding this information. Produces timely and accurate monthly, quarterly, yearly and special reports of TB activity in the region as requested by the Communicable Disease Manager and the TB Nurse Lead/Epidemiologist. Upon new reporting of cases and suspects, communicates and coordinates with TB nurse to review patient records. Obtains additional medical records for the TB nurse to complete case summary presentations, TB 400s and 340s and 341s for patients in correctional facilities. Completes cohort review reports for correctional patients. Maintains a current list of points of contact for correctional facilities in Region 8 and includes information on current screening practices.

(20%) Contact Investigation: Performs contact investigations for patients who are considered infectious who are currently in Chapter 89 correctional facilities. Ensures adequate scope of the contact investigation and obtains testing records from the correctional facility. Supports regional, local, state or federal entities in investigating and managing TB outbreaks and contact investigations in community contact investigations. Conducts interviews with persons in correctional facilities, collects information through hospital chart reviews and follows up with contacts to ensure timely medical and evaluation of all contacts. Performs TB testing as needed. Prepares monthly statistical and aggregate reports summarizing contact investigations.

(15%) Training: Assesses educational needs, develops education materials and assists with training in hospital/clinics, congregate facilities, and for patients regarding the prevention and control of TB. Designs and conducts training for community settings, hospital/clinics, congregate facilities, and for patients regarding the prevention and control of TB.

(10%) Directly Observed Treatment (DOT): Provides DOT to TB cases/suspects and DOPT to TB contacts or LTBI clients as ordered by TB physician. Reviews adverse effects with client or parent at every visit. Documents each visit on the DOT check list. Meets patient at assigned time and place and notifies TB nurse if patient does not show or cannot attend DOT. Assures treatment compliance.

(5%) Other Duties: Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy 06-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. Complies with the Department of State Health Services Immunization Policy. Provide support in completing objectives in the Communicable Disease Program Strategic Plan and supporting other PHR 8 programs.

Registration or Licensure Requirements:
Current Texas Class C driver's license or equivalent from another state
Initial Selection Criteria:
Undergraduate degree plus one year's experience in public health or community service.
