This position will be located within the Compliance & Ethics’ Global Trade Compliance (GTC) function at CEVA’s corporate location in Houston, TX. The person will be responsible for, designing and implementing a full range of internal compliance controls, processes and procedures, and conducting investigations, relating to global export control laws that may apply to CEVA, and related third parties, especially those pertaining to national security and foreign policy interests. Will act as a subject matter expert on export control laws and government contract requirements, to advise the VP, GTC, perform compliance research, produce policies, procedures, controls and white papers, and meet registration or other requirements per the ITAR, EAR, and similar regulations. Additionally, interfaces with customers and internally coordinates compliance activities across Business Development, Operations, CEVA back-office functions, to include senior management.

Will act as the primary subject matter expert on the conduct of investigations, voluntary disclosures, government interactions, and related matters, for GTC and as required C&E generally. As such, will advise the VP, GTC and CCO on government standards and expectations, general criminal and administrative codes and concepts, prosecution guidelines, and interface with government officials globally.

Develop and train direct report(s) and other staff in a variety of compliance programs based on analysis of government regulations. Will drive a global culture of compliance that models CEVA’s vision of Unity, Growth, and Excellence. Models and acts in accordance with CEVA’s guiding principles

Primary Duties and Responsibilities:

• Ensure all company entities, operations, and functions globally comply with applicable international trade compliance laws, regulations, and company policies.
• Perform authorities’ oversight to identify, research, interpret, and determine applicability of emerging statutes, regulations, and other bodies of law concerning trade and other compliance areas as warranted.
• Apply, and enforce applicable trade related statutes, regulations, and company policy, and other compliance areas as warranted.
• Serves as an internal investigative subject matter expert, and resource, for the conduct and oversight of investigations for CEVA’s C&E functions, additionally, government interactions, expectations, and standards.
• Acts as a subject matter expert as to international export controls, particularly those relevant to national security and foreign policy,
• Performs risk analysis of trade related and investigative matters to inform GTC, C&E, and business decisions.
• Advises Business Development, Operations, and other functions on GTC policy.
• Produces C&E and GTC policies, procedures, and processes.
• Respond to time-sensitive operational requests and emerging regulatory requirements.
• Active interaction globally with CEVA’s customers and interface with customers’ compliance and legal representatives.
• Maintain active engagement with key government agencies, organizations, and representatives and serve as a designated “empowered official” pursuant to the International Traffic in Arms Regulations.
• Identifies GTC and as required C&E process failures, establishes risks, and makes or recommends corrective actions.
• Performs projects and compliance research as needed in support of senior management.
• Provide guidance, leadership, and direction to operational personnel who perform C&E and GTC related tasks and activities.
• Exercise a working knowledge of Government Contracting Compliance requirements and stay abreast of U.S. Government contracting regulations.
• Oversee CEVA’s anti-money laundering (AML) policy and implement controls related to AML regulations.
• Personally coach, train, and mentor direct reports and provide career development opportunities through training and quality management activities.
• Develop and maintain staff and organizational development programs that provide adequate levels of training, succession planning, skill enhancement, and overall department efficiency and capability.
• Keep abreast of emerging technology changes and innovations through formal or informal study, reading business and professional publications, networking, and participation in professional organizations.
• Work collaboratively with the Legal Department, other functional areas as needed and senior management to steer appropriate understanding and resolution of high profile compliance matters.
• Participates in the establishment of Global Trade Compliance training goals and the measurement and monitoring processes necessary to drive completion of goals and continuous improvement.
• Conducts management development and awareness training regarding Trade compliance and the legal liability affecting the company worldwide.
• Develops and implements global procedures and controls to ensure adequate and appropriate communication and information flow throughout the organization regarding all aspects of GTC requirements and processes.
• Prepares GTC reports and related correspondence.
• Develops and directs preventive strategies to limit the company’s liability.
• Reviews, evaluates, and approves policies, plans, and programs affecting GTC and investigations, providing input into business decisions based on regulatory implications worldwide.
• Proactively works to develop relationships with major clients worldwide to ensure compliance needs are met.
• Address all employee performance problems promptly and directly in accordance with personnel policies of the company.
• Perform other duties as assigned.

Education and Experience

• Educated to degree level from accredited institution
• Minimum 10 years direct experience performing and conducting investigations with knowledge of government standards and expectations
• Minimum 10 years regulatory experience, with export controls and government contract requirements
• Minimum 10 years previous supervisory or managerial experience

Certifications and Licenses

• Formal accreditation as an investigator preferred

• Extensive knowledge of international export compliance law, including the ITAR and EAR, various sanctions, and similar controls implemented in the 170 countries CEVA operates and how these intersect and influence CEVA and customers in a global supply chain
• Working knowledge of government contracting regulations such as the Federal Acquisition Regulations and how these intersect and impact CEVA and customers in a global supply chain
