Summary

Responsible for coordinating and performing complex payroll accounting duties for a diverse employee population including public utilities and public safety employees, to assure they are paid in an accurate and timely manner. Also responsible for preparing and maintaining a variety of records and reports related to the payroll function.

Salary: $20.72 - $26.78/hr

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Review, process and issue bi-weekly payroll for City employees in adherence to established payroll policies, procedures, rules and regulations.

  • Prepare and process ACH payroll payments for Social Security (FICA) and Medicare records, federal income tax (FIT) withholding records, Texas Municipal Retirement System (TMRS) withholdings, deferred compensation, and various other payroll deductions.

  • Prepare for distribution all other withholding payments (wage garnishments, etc.)

  • Audit and reconcile payroll reports and prepare journal entries.

  • Maintain and manage tasks related to Time Tracking and Absence, including reconciling and adjusting employees' year-to-date leave balances (vacation, sick, compensatory and other leave credits) when needed.

  • Balance and process month-end, quarterly and year-end entries and supporting documentation including reports and payments for TMRS, Texas Workforce Commission (TWC) and Federal 941 Tax Liability as mandated by State and Federal laws.

Minimum Qualifications
  • Associate's Degree 4 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Associate's Degree in Accounting or Finance

  • 4-6 years of experience in complex municipal government payroll processing with a minimum of 500 employees

Knowledge, Skills & Abilities

  • Ability to maintain confidential information

  • Ability to communicate effectively and professionally (written and verbal) with all City employees

  • Basic understanding of FLSA and overtime payment requirements

  • Basic exposure to, and understanding of, civil service payroll provisions

  • Comprehensive understanding of payroll-related City, State and Federal regulations and withholding requirements such as FICA, FIT, TMRS, deferred compensation, etc

  • Comprehensive knowledge of payroll terminology and methods

  • Comprehensive knowledge of mathematics and bookkeeping as applied to municipal accounting

  • Intermediate skill with Microsoft Office (Word, Excel, PowerPoint)

  • Intermediate skill with payroll systems (WorkDay preferred)

  • Skill in auditing employee pay for accuracy and implementing payroll-related corrections

  • Skill in gathering and analyzing information and making recommendations based on findings and in support of organizational goals

  • Ability to define problems, collect data, establish facts, and draw valid conclusions
