Job Description

Primary Purpose

This position is responsible for effectively leading Security operations and services and asset (lives, buildings, equipment, inventory, data, & intellectual property) protection for Port Arthur LNG (PALNG). Required to provide security advice and support in managing the set-up and installation of the security equipment infrastructure. Oversees the initial security operations planning, start-up, and ongoing day-to-day operation of the security related activities at PALNG. The Security Supervisor will manage the implementation of the Site Facility Security Plan to ensure that the Facility Security Officer and facilities are ready to respond to any changes to a MARSEC Level.

This position coordinates activities between Sempra Corporate Security, third-party service providers, regulatory agencies, local law enforcement, and local emergency response agencies to protect the resources, assets, and workers required to operate PALNG. The position will also assist with disaster response or crisis management activities, emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes), man-made disasters (e.g., hazardous materials spills), and other Security concerns. This position reports directly to the Marine Operations Manager and will have one or more direct reports.

Duties and Responsibilities

  • In accordance with ISPS and USCG regulations, and under the guidance of the Marine Operations Manager, implements a facility security plan and ensures the completion of all audits, drills, personnel training, and exercises as required.
  • Manages PALNG Security services and Security infrastructure design and implementation.
  • Provides subject matter expert recommendations on Security best practices. Manages and oversees the training of site workforce, contractors & visitors for Security oversight responsibilities.
  • Monitors, maintains, communicates, and coordinates all company Security activities with federal, state, and local agencies and outside organizations such as the United States Coast Guard, Department of Homeland Security, Department of Transportation, Federal Energy Regulatory Commission, and local law enforcement, to facilitate compliance and effective implementation of plans.
  • Responsible for the revision and maintenance of the port facility security plan and for liaison with the ship security officers and company security officers. Coordinate all facility security which complies with all company requirements.
  • Develops and maintains security training programs, procedures, audits, inspections, assessments, and training records.
  • Develops and coordinates Security Drills relating to the marine terminal, between PALNG, Marine Service providers and LNG Carriers.
  • Manages, conducts, and supervises Security and emergency response exercises with federal, state, and local agencies.
  • Provides supervision and oversight to all facility security personnel.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor's Degree in Homeland Security, Security Management, or Emergency Response, or relevant discipline or equivalent work/military experience.
  • 8+ years of Applicable security-related experience
  • 5+ years of LNG Experience.
  • 3+ years of Military, USCG, or Law Enforcement Experience.
  • Possess in-depth knowledge of USCG 33CFR105 & 33CFR127 Regulations.
  • Possess extensive experience in implementing best practices for operations.
  • Possess strong leadership abilities to build positive team environment, manage and influence team performance including mentoring.
  • Possess in-depth knowledge of operating site safety, environmental, and emergency response programs.
  • Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
  • The ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal stakeholders.
  • Ability to understand the complexities and risk associated with an operating LNG facility and make necessary strategic decisions to safely and reliably operate the facility.
  • Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PPT, Visio to convey information with clarity through presentations and reports.
  • Understanding of maintenance work process and permitting systems.
  • Possess extensive experience in managing and mitigating operational risks.
  • Possess strong working knowledge and understanding of how to read and interpret P&IDs
  • Possess the ability to manage multiple and complex issues and work independently.
  • Understanding of competency development programs and supporting tools and practices
  • Possess strong working knowledge of permit to work and safe isolation practices.
  • Transportation Worker Identification Credentials (TWIC)
  • This position will be in Port Arthur, Texas and is a shift-based position requiring nonstandard working hours for the operations team to provide 24/7 coverage.
  • Ability and willingness to travel.

HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
