Government Contract Manager (TRICARE/DoD)
Responsible for the successful development and administration of contracts and subcontracts in support of major Department of Defense (DoD) managed care support prime contract. The manager serves as the principal point of contact between UnitedHealth Military and Veterans Services (UMVS) and designated external contractors, subcontractors and suppliers on contractual matters and provides contractual interpretation for the purpose of guiding UMVS performance. In addition, the manager will participate in planning, supervising, managing and leading activities of associates assigned to the Contracts Management Team. The incumbent assures contractor compliance with the terms and conditions of contracts and fulfillment of all obligations imposed by the Federal Acquisition Regulation (FAR) and other pertinent regulations pertaining to contract administration. Implements continuous process improvement techniques to provide surveillance over government contracts to assure full compliance with all contract technical and administrative (to include reporting) requirements.
Under the direction and guidance of the Director of TRICARE Contract Management, the TRICARE Contracts Manager will be assigned responsibilities that include, but are not limited to, the following:
  • Coordinate issuance of all contract and subcontract agreements to UnitedHealth Military and Veterans Services (UMVS) subcontractors and perform subcontractor contractor management and administration.
  • Help develop the career and working knowledge of junior members of the contract department's team.
  • Assist or lead special projects for the Contracts Department as assigned.
  • Provide guidance on a variety of issues that would help improve the procurement and implementation efficiencies of UMVS.
  • Provide technical guidance and direction in the preparation for and management of contractual documents between UMVS, the Federal Government, other Government Clients, subcontractor partners, and other inter-segment partners
  • Serve as a subject matter expert to project managers and teams in managing contract compliance and specific subject matter.
  • Monitor procurement operations during implementation of contracts/procurements for UMVS.
  • Review all contractual documents for conformance to UMVS policies and protocol. Such contracts include but are not limited to Nondisclosure Agreements, Teaming Agreements, Blanket Purchase Agreements, General Services Administration (GSA) Contracts and Orders, Government Wide Acquisition Contracts, Subcontractor Agreements, etc.
  • Facilitate the review of contractual documents by the various disciplines in the summary above and act as a UMVS central point for dispensation and resolution of all comments and concerns.
  • Act as UMVS's primary customer interface on contractual matters.
  • Negotiate with customers UMVS's contractual objectives to final agreement.
    Review government solicitations to perform risk management analysis.
  • Advise UMVS of, and solve or mitigate, risk issues that are caused by the solicitations.
  • Advise contract win strategies to UMVS in the pursuit of new business.
  • Perform lead contractual role in the preparation of price proposals including special terms, conditions and assumptions.
  • Evaluate and engage in in-depth analysis, preparation and review of responses to proposals.
  • Support teams in formulation of procurement management systems, plans and reporting.
  • Provide guidance and direction to teams and to leadership on procurement policies and procedures. Prepare and implement policies and procedures as appropriate to ensure contractual support of UMVS is in full compliance with applicable regulations.
  • Manage the resolution of quality assurance problems and matters related to deliverables of various contract programs.
  • Perform risk assessments and assigning risk ratings to quality systems and key processes.
  • Develop plans for Quality System Evaluations and Correction Plans to establish and maintain compliance with contractual requirements.

Qualifications
BA/BS degree in Business Management / Contract Management or related field and/or equivalent experience
5+ years of extensive experience with government related contract development and negotiations in a wide variety of products and services. To include:
* Administering terms and conditions of contracts
* Negotiating and awarding contracts and contract modifications
* Performing price/cost analysis; monitoring contract performance;
* Performing work associated administering government contracts.
5+ years experience in facilitating and managing contracting operations
Skills and experience in use of Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Project).
Demonstrated working knowledge of the:
* Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation (DFAR); Indefinite Delivery/Indefinite Quantity - ID/IQ & GSA schedule contracting methods
* Understanding of contractual requirements of Cost Accounting Standards
* Understanding of cost and pricing methodologies and strategies
* Expert knowledge of Firm Fixed Price (FFP); Time and Materials (T&M) and Cost Reimbursement type contracts
Proven experience researching, recommending, and implementing policy relating to procurement mechanisms and policies.
Demonstrated background in creating and implementing reporting requirements (financial; delivery; etc) and quality assurance plans associated with the execution of contacts.
Strong interpersonal skills, including the ability to work effectively in a multidisciplinary environment and the ability to multi-task to meet tight deadlines.
Demonstrate working and thinking creatively in a fast paced, multidisciplinary environment with changing priorities and demanding deadlines.
