Job Description

Primary Purpose

The Senior Instrument and Controls (I&C) Engineer will provide technical assurance and guidance for all I&C and Telecommunications matters during the development and detailed design phases of the regasification, liquefaction, infrastructure, and renewable projects being developed by Sempra Infrastructure. The Senior I&C Engineer will work as the Owner's representative in a project(s) with the primary responsibilities reviewing, auditing, and inspecting that the EPC's design and construction are fit for purpose, compliant with project specifications and regulations, industry codes & standards. Also, will be responsible for ensuring that all I&C equipment is designed, purchased, inspected, and installed safely and performs to the requirements of the design.

The Senior I&C Engineer will also support during the commissioning and start-up of the project and will assist with the training of other engineers and responding to questions from other disciplines.

The Senior I&C Engineer will handle both project support and technical administration as dictated by the I&C Lead for the project. Occasionally, the Senior I&C Engineer will be required to lead the I&C discipline of a project.

Duties and Responsibilities

  • Provide support during all the phases of the project to which the Senior I&C Engineer is assigned, including but not limited to writing scope of works, reviewing technical specifications, material requisitions, technical bid evaluations, construction packages, quality assurance documents, tracking project deliverables, and provide project status updates providing technical support during start-up and commissioning.
  • Audit the EPC's design in all the matters related to telecommunication, instrumentation, and control systems, including those inside the vendor packages.
  • In an audit role, review EPC's and suppliers' deliverables such as P&IDs, all instrumentation and telecommunication relevant documentation (instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause & effect diagrams, sizing calculations sheets and reports, among others).
  • Participate in design review and risk assessments such as P&ID reviews, process HAZID, HAZOP, and SIL/LOPA analysis, and alarm rationalization studies, among others.
  • Participate in Factory Acceptance Tests (FAT), inspections, IFATs.
  • On a site assignment:
  • Work assignments will vary on each project assignment but may include support or work under Engineering, Construction, Q&A, Commissioning, and Start-up groups.
  • Support the field activities as an I&C engineer or inspector. This position will be 70-80% on the field and 30-20% desk time.
  • Support all I&C commissioning and start-up activities on-site, including SATs, loop checks, functional tests, field walk-downs, and sign-off of I&C check sheets.
  • Participate or lead special technical studies, reports as may be requested. May supervise engineering I&C staff on the project.
  • Monitor and provide project status updates to project I&C Lead or project management, including relevant conditions and activities that may impact the project's development, completion, or performance.
  • Train other engineers.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor's degree in Instrument & Controls Engineering or a related engineering degree.
  • 8+ years of experience in the Energy or LNG Industry.
  • 3+ years of field construction experience.
  • Experience in systems and control engineering.
  • Experience in LNG, Cryogenic, or Oil & Gas plants.
  • Experience with control and safeguarding systems for standard centrifugal compressors equipment used in LNG plants.
  • Experience with controls systems installed in Sempra LNG projects is preferred: Emerson DeltaV, DeltaV SIS, ICS triplex, Triconex, Controllogix, CCC Series 5, MarkVie, MarkVieS and Det-tronics EQP, BN 3500
  • Full use and application of standard I&C engineering principles/techniques. Sound understanding of engineering design and construction techniques in other related disciplines. Full use and application of relevant codes and technologies.
  • Advanced technical knowledge in designing, engineering, and specifying telecommunications, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS, Anti-surge systems, gas metering skids, in-line instrumentation, control valves, ESDVs, pressure relief valves, and gas chromatographs.
  • Working knowledge of project development and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects.
  • Knowledge in the codes and standards used in the LNG industry such as API, BS, ISO, ASME, ANSI, IEC, ISA. Must possess solid knowledge of NFPA 59A, NFPA 72, NFPA 70 standards, knowledge of ANSI/ISA-18.2, Management of Alarm Systems for the Process Industries, knowledge of ISA/IEC 61511 Safety Instrumented Systems.
  • Knowledge and understanding of in-line instrumentation, installation methods, calibration, and testing requirements.
  • Knowledge in Gas Chromatographs, CEMS, Gas Metering Stations.
  • Knowledge in Intergraph Smart Instrumentation (formerly known as SPI or INtools)
  • Knowledge in valve sizing calculations
  • Basic knowledge of the life cycle of an LNG project and the project management and execution process. Understands key activities, milestones and deliverables at each project stage and factors that may impact the development completion of project/facility.
  • Applies basic project management skills/ techniques and safe work/safe operations principles.
  • Must be able to conduct economic analysis and prepare budgetary estimates.
  • Proficient in Microsoft Office.

Preferred Qualifications

  • Bachelor's Degree in Electronics, Electrical and/or Process Engineering.
  • Experience in commissioning and start-up.

HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
