Job Details:

Purpose

The Assistant Facility Security Officer (AFSO) is directly responsible for assisting the Facility Security Officer (FSO) with the implementation of the industrial security programs at Applied Research Laboratories and UT System. This position reports to the FSO and requires independent judgement and discretion, as well as the identification, analysis and resolution of security-related matters.

Responsibilities
  • Responsible for maintaining industrial security program compliance in accordance with government security requirements. Interface with DCSA, government representatives, and all levels of employees to ensure compliance. Thorough working knowledge of the NISPOM (32 CFR Part 117), DAAPM, NSA Policy Manual 3-16, UL requirements, and other relevant DoD security guidance.

  • Provide guidance to security personnel responsible for daily tasks in the security office. In the absence of the Facility Security Officer, provide management oversight in the implementation of all security measures as required by the National Industrial Security Program Operating Manual (NISPOM) for both ARL and UT System security programs. This will require a working knowledge and familiarity with all government security requirements for Physical Security, Personnel Security, Information Systems Security, Document Control, Security Training, COMSEC, NATO, DISS, NBIS, Insider Threat, CUI, etc.

  • Demonstrate exceptional leadership and decision-making ability within the scope of the position. Ability to work independently, juggle competing workloads and demands, and adapt to changing priorities with a sense of urgency in a dynamic and complex environment.

  • Conduct investigations for security incidents and violations. Generate and prepare security incident reports.

  • Provide prime and subcontractor security support and direction including the development and maintenance of DD254s and security guidance.

  • Assist in the development and revision of security plans, procedures, and instructions. Recommend modifications to security operating procedures or policies to the FSO. Support the FSO in conducting regular security audits and inspections. Conduct self-inspections, apply risk mitigation methodologies, and implement security measures.

  • Collaborate with the ISSM to ensure all RMF security plans, MOUs, ISAs, POA&Ms, and supporting RMF documentation are compliant. Assist the ISSM to ensure Information System Security requirements are compliant on all DCSA IS systems.

  • Supervise and manage the ARL Physical Security and Document Control sections.

  • Other related functions as assigned.

Required Qualifications
  • Bachelor's Degree.

  • Minimum 8 years of industrial security management or government security management experience.

  • Certified ISP, CPP, or other industrial security related certification.

  • Experience developing and implementing security policies and procedures.

  • Exceptional management and leadership skills. Strong computer and technical knowledge.

  • Advanced oral and written communications skills.

  • Excellent customer service skills, strong professional demeanor, and exceptional interpersonal skills.

  • Must be able to manage sensitive information and coordinate activities with deadlines.

  • This position requires extensive and ongoing Industrial Security training along with participating and retaining professional membership.

  • Applicant must complete the CDSE FSO Program Management for Possessing Facilities course, and training needed to become proficient with SIMS Security software.

  • Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Advanced Degree.

  • More than 8 years of industrial security management or government security management experience.

  • Advanced computer skills, alarm equipment, access control systems, and SIMS security software.

  • Eligibility for immediate access to classified information at the level appropriate to the requirements of the position.

Salary Range

$105,000-$135,000+/negotiable depending on qualifications.
