The Control Account Manager (CAM) responsibilities include schedule planning and status, measurement of accomplishment, actual cost collection, variance analysis and resultant corrective action, and estimating costs at completion. It is the position where technical scope, schedule, and budget are integrated in project management. The Control Account Manager (CAM) will support FlightSafety Defense programs and is part of the Business Operations team that supports Program Management, Business Development, and the Operations staff.

TASKS AND RESPONSIBILITIES: The following duties are essential to the successful and satisfactory performance of this job. Other duties may be assigned.

  • The Control Account Manager will be responsible for leading, planning, budgeting, and managing the cost/schedule/technical performance for each assigned Control Account (CA) or project

  • The CAM will assist with developing detailed logically linked schedules and maintaining weekly status for multiple projects.

  • The CAM will evaluate requirements and track project scheduled deliverables.

  • The CAM coordinates with program managers, project managers (IPT Leads), engineers and other teammates on schedule development and maintenance.

  • The CAM will work with the Scheduler and Analyst to collect and manage earned value data relative to the program schedule, actual costs, and earned performance.

  • Tracks the Contract Data Requirements Lists (CDRLs) and ensures all contracted deliverables are met on time or earlier.

  • Coordinates and prepares all documentation/presentations required for internal and external functions relative to IMS/IMP, Technical, and Financial.

  • Maintains the program's IMS including the following key responsibilities and functions:

    • Prepares and delivers the monthly schedule file, consistent with the accompanying monthly narrative. Interfaces with local and remote team members.

    • Develops and publishes routine, special-purpose and custom reports for program personnel.

    • Initiate Schedule Change Requests and other authorized changes as required, and maintains detailed logs of all changes.

  • Supports the planning and development of change proposals, and analyzes potential impacts on the schedule network and scheduled dates and Deliverables.

    • Prepares and maintains composite top-level schedules (big picture)


Other Duties and Responsibilities:

  • Reviews incoming correspondence to determine action requirements relative to the Project and manages applicable responses to ensure content and contractual delivery dates.

  • Support Internal Baseline Reviews (IBRs) with the customer

  • Provides technical (EVMS scheduling and earned performance) guidance to project team members and administrative support personnel as required.

  • Use Metric dashboards and reports to improve data analysis and provide Variance explanations.

  • Holds significant discussions and interviews with managers within the project, proposal, or program team to thoroughly understand scheduling changes and issues.

  • Analyze Labor, Material, and Other Direct Costs for validity

  • Travels as required for customer, site, and /or subcontract interfaces.

  • Performs other duties as assigned.

  • Integrate and work closely with Program Finance and Program Planning to plan, manage, and execute assigned scope of work

  • Work with partnering organizations (Supply Chain, Program Management, Quality, etc.) to ensure all processes are appropriately followed and implemented to ensure smooth product flow throughout the life-cycle

  • Identify risks and opportunities to the program Risk & Opportunity Control Board and implement approved mitigation plans

  • Conduct closed loop corrective action to include thorough variance analysis, monitoring of cost/schedule mitigation activities, and corrective action adjustment as necessary

  • Provide timely and accurate insight to key program impacts or opportunities to the OBS Manager and Program Manager

  • Address questions related to parts procurement status, headcount challenges, resource constraints, or safety and quality issues

  • Complete all Earned Value Management (EVM) assigned duties to include work authorization requests, estimate at complete review, schedule status, variance reporting, and comprehensive estimates at complete

  • Lead process controls and continuous improvements

  • Support internal and external customer audits

  • Teammates are held accountable for all duties of this job.

MINIMUM EDUCATION:

Bachelor's Degree preferred

MINIMUM EXPERIENCE:

A minimum of five years of experience in project management/scheduling. Experience in Government contracting is highly desirable.

KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge and experience with DoD Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development, maintenance, and enhancement, with ability to reflect and defend traceability between the two documents and all relevant contractual documents

  • Strong knowledge and experience in the development and maintenance of time-phased logically connected, resource loaded program schedules and networks and be able to explain them to the detail level

  • Defines, estimates, and interrelates detailed tasks, work packages, and summary tasks into a logically connected network defining the work schedule to be accomplished for contract execution

  • Detailed knowledge of the DCMA 14 Point analysis process desirable.

  • Works closely with technical subject matter experts.

  • Earned value management knowledge and experience, preferably in schedule development and program management.

  • Knowledge and experience with designing and performing Schedule Risk Assessments (SRA) per DoD guidelines on contractual IMS products.

  • Understand SRA products in order to plan, anticipate, and identify risks to program management and engineering staff and support risk mitigation activities

  • Understanding in Microsoft Project or Primavera.

  • Excellent communicator both written and orally

  • Program Management Professional or Project Management
