Summary:

The Applied Training Solutions' Defense Support to Civilian Authorities (DSCA) instructors assist military and government Service personnel in the planning, coordination, synchronization and execution of live, virtual and constructive training, classroom training events as well as individual and collective training support programs designed to prepare key leaders, individuals, units, and staff/headquarters elements to perform their mission, successfully plan, coordinate, and execute DSCA operations according to established principles. Accordingly, DSCA instructors must have the requisite training and education expertise and knowledge and experience regarding the National Response Framework (NRF), National Incident Management System (NIMS), Incident Command System (ICS) and DOD support of Civil Authorities in a broad range of disaster and Chemical, Biological, Radiological, and Nuclear (CBRN) planning and response operations. Requirements include classroom instruction and facilitation, curriculum development, tabletop exercise development, evaluations, development and delivery of multimedia learning products, and coordination of subject matter experts in support of the courses.

Job Duties:

  • Develop and provide training for varying class sizes utilizing an array of formats, medium and methodologies.
  • Assist with classroom setup, breakdown, loading and unloading of classroom, Audio video (AV), and Information Technology (IT) instruction and for student registration.
  • Screen, register, and schedule military, DoD civilian, local, state and federal agency employee participants into the Defense Support to Civil Authorities Course (DSCA) Phase II Resident Course.
  • Compose and Email acceptance letters to prospective students.
  • Enroll students in Joint Knowledge Online (JKO) Learning Management System (LMS) database.
  • Graduate all successful course attendees in JKO and drop all nonattendees and failures.
  • Graduate all successful Army students in Army Training Requirement and Resource System (ATRRS), database.
  • Provide graduation documents/course completion certificates to non-Army students to document completion to their agencies.
  • Attend local (Ft. Sam Houston, TX) and TDY DSCA courses to meet students, confirm course registration and assist students with course administration.
  • Assist Government Course Coordinator to schedule and coordinate classroom facilities.
  • Teach students how to plan and execute DSCA response operations using methods that include classroom lecture, small group discussion, case studies, and table-top exercises.
  • Develop and use course materials as lesson plans, student handouts and instructor books, and provide these lesson plans and handouts to the Government upon each revision.
  • Serve as the Phase II resident course coordinator responsible for planning, coordinating, and leading the DSCA class.
  • Arrange for the attendance and support of guest speakers for the courses, evaluate the relevancy of their contributions to the knowledge base, and perform appropriate follow up actions.
  • Support USNORTHCOM and USARNORTH training programs to include but, not limited to, DSCA Mobile Training Teams and single day DSCA seminar instruction.
  • Evaluate the results of training and instruction with examinations at the undergraduate and graduate-level of instruction. Evaluate the results of student test scores and grade book to assess student and instructor performance. Serve as a student academic advisor responsible for student accountability, evaluation, and remediation.
  • Conduct course hot washes, analyze student surveys and prepare course After Action Reports (AARs) to improve the quality and relevancy of the program of instruction.
  • Prepare course demographics report for each course.
  • Maintain concurrency of the Government provided programs of instruction throughout the period of performance and adapt the POIs to address any changes in TLO and ELO documents as furnished by USNORTHCOM, Department of the Army and USARNORTH.
  • Research, prepare and distribute the DSCA Newsletter to course alumni
  • Review the DSCA Phase I Online Curriculum on a quarterly basis to ensure that the information provided is current and update the curriculum as needed.
  • Maintain, update, and remove online content currently delivered via web-based training products, social media, and video network training technologies as necessary to ensure relevant and current content.
  • Stay current on client-required security and safety training
  • Perform other duties as appointed or assigned

Basic Qualifications:

  • Bachelor's degree (or equivalent experience)
  • Three or more years of DSCA operational experience within the last seven years at the JTF and/or Defense Coordinating Element level.
  • Two or more two years of previous military classroom instruction experience.
  • FEMA Independent Study Courses 100, 200, 700 and 800b
  • Pass the ARNORTH instructor certification program within 30 days of assignment as DSCA instructor. ARNORTH instructor certification program consists of (successfully completing DSCA Phase I and II courses, teaching a DSCA authorities class to a review board and course right seat ride).
  • Working knowledge of MS Office products (Outlook, Excel, Word, and PowerPoint)
  • Must be a US citizen with a Secret or higher security clearance
  • Good oral and written communications skills
  • Ability to effectively deliver presentations
  • Good interpersonal skills
  • Ability to lift at least 30 lbs.
  • Must be willing to travel outside of Duty Location 14 (+) times/year for about a week per trip.

Performance Location: Fort Sam Houston (San Antonio), TX with travel to various contractor, subcontractor, and government facilities throughout the United States inclusive of Puerto Rico, Alaska, and Hawaii.

Working Environment:

The usual daily work conditions will be in an office environment located at Fort Sam Houston, TX. The job requires occasional lifting of computer and other equipment, generally not in excess of 30 lbs., usually in connection with equipment transport to off-site locations for exercise events. Additional physical requirements include: standing for periods of time exceeding one hour, crawl under or over office furniture, and sit for periods of time exceeding two hours. DSCA Instructors typically travel with a high degree of frequency which is determined by the need of the company to fulfill contract requirements. Travel to training exercise locations regularly includes CONUS and its territories.
